Research Fellow - Cyber Policy and Security
We are looking for a Research Fellow who possess an outstanding research portfolio on issues related to technological risks to security and help lead our research agenda.

The International Security Programme (ISP) conducts innovative, policy-relevant research on international security and defence issues. Within ISP, the Cyber Policy Portfolio (CPP) is a small team dedicated to analysing cyber policy issues at the intersection of security and technology. CPP’s current work focuses on the geopolitics of cyberspace, inclusive and principles-based cyber capacity building, China's role in cyberspace, and emerging tech and cybersecurity. The CPP team also produces the peer-reviewed Journal of Cyber Policy.
Working under the supervision of CPP's Senior Research Fellow, the ideal candidate will possess an outstanding research portfolio on issues related to technological risks to security and help lead our research agenda. We are seeking an individual capable of undertaking complex research projects, contributing to the Journal, conducting fundraising activities, maintaining excellent relationships with funders, and collaborating closely with a dynamic team of researchers. The Research Fellow will also participate in other projects, including working closely with other Chatham House research programmes and the newly established Centre for Global Governance and Security.

Main Duties and Responsibilities:
Delivery
- Shape innovative research methodologies and outputs to generate impact;
- Produce high-quality, policy-relevant research for publication by the institute – including briefing papers and expert comments;
- Managing peer review processes for Journal articles, liaising with editors and supporting the implementation of the Journal’s gender manifesto and mentorship programme.
- Lead the successful delivery of projects and other research activities in line with objectives, budgets and timelines;
- Identify and pursue opportunities for appropriate distribution of project findings, through seminars, workshops, publications and the full range of online resources;
- Develop funding leads, prepare applications, and secure core and research funding; strengthen relationships with existing donors.
- Write meeting agendas and utilise your network to develop diverse speaker and attendee lists.
Strategy
- Create, design and deliver research projects that contribute to programme and institute strategic goals;
- Coordinate work of other project participants and partners (internal and external);
- Promote our research through presentations and engagement at conferences/roundtables/other events, through publications and via the media;
- Gain appropriate publicity and visibility for activities and research through the website and other media channels.
- Generate impact by providing support to research events, conferences and roundtables, using your knowledge of the topic and network;
People
- Generate influence by supporting convening activities, utilising your expertise and networks;
- Establish and maintain links with key individuals, businesses, and institutions around the world and help to build new coalitions and partnerships;
- Establish relationships and work closely with research teams as well as partners for the development and execution of projects.
- Assist the project team in meeting project reporting requirements and maintain relationships with funders.
- Coordinate and work with the rest of the team to evaluate funding needs;
Person Specification:
Experience:
- Demonstrable research expertise in cyber and tech policy topics.
- Experience writing thought pieces and policy recommendations for diverse audiences.
- Ability to lead research projects, including communication and dissemination activities.
- Successful track record in fundraising for research/projects, including proposal drafting and donor engagement.
- Experience in media relations, event speaking, and digital communication channels.
Skills
- An established researcher with strong research skills.
- Capable of writing clearly and concisely for diverse audiences.
- Strong interpersonal skills and the ability to form relationships.
- An outstanding communicator who presents information and arguments persuasively.
- A strategic problem solver who aligns research with organizational strategy and societal frameworks.

Salary: £45,000 per annum.
Contract: Full-time, Permanent
Location: Hybrid (Office/Home), minimum 2 days in the office per week.
